Palladia staff have been empowering clients to live productive lives outside of the criminal justice system—and preventing recidivism in the process—for over two decades. An estimated 60-70% of Palladia’s clients have histories of criminal justice involvement. Palladia works closely with the criminal justice system, parole, and District Attorney Offices to ensure that criminal justice mandates are accurately adhered to and that clients receive appropriate services.

Currently, Palladia has a contract with the Brooklyn Treatment Court and works with the Brooklyn District Attorney’s Office diverting women with substance abuse histories and more serious mental health problems to residential treatment at Starhill rather than serving a prison sentence. We work closely with the Manhattan, Brooklyn, and Bronx District Attorney’s Office and the Office of Special Narcotics, serving clients referred through the Drug Treatment Alternatives to Prison (DTAP) program. Clients are also referred by the TASC offices in Brooklyn, Queens, and the Bronx.

Palladia is also active in various membership organizations and collaborations which address the issues of reentry, discharge planning, displacement, and recidivism as well as ways to make policy and service improvements.

To specifically address the needs of the criminal justice population, Palladia has operated a number of Criminal Justice Service programs since 1981. Parole Transition Program (PTP) provides intense case management to men who are on parole and homeless with a history of substance use.

In addition, a new program, the Palladia Men's Initiative, is an alternative to incarceration program offering residential substance abuse treatment to male felony offenders in the Bronx and Manhattan courts, emphasizing court recruitment to be followed by enhanced residential substance abuse treatment services. Following an initial assessment, Palladia’s ATI clients will be placed in one of three Palladia treatment settings: Esperanza, Parole Transitional Program (PTP), or Starhill, or they will be referred to an affiliated organization for services. After treatment is complete, they will also be encouraged to take advantage our aftercare services.


Palladia’s Comprehensive Treatment Institute (Bronx) accepts referrals from the Bronx Probations Resource Unit for probationers who are in need of substance abuse treatment services to supplement their probation program. The program is open to men and women and provides on-site childcare.

The Rikers Island Transitional Consortium (RITC) was developed in 1997 to provide transitional discharge planning services to inmates on Rikers Island who were HIV-infected and abusing drugs. Under the auspices of Women in Crisis, Palladia’s RITC program provides transitional case management services in order to improve this population’s quality of life and to reduce recidivism.
